CPSC Staff Lays out Comparisons of ROV Requirements

CPSC staff January 9 sent the commission an overview comparison of requirements for recreational off-highway vehicles (ROVs). The memo addresses the recommendation from late last year (PSL, 12/5/16) to terminate a 2014 rulemaking.

Done at the request of Commissioner Robert Adler, the memo (bit.ly/2jAYxhK) compares five issues between the rulemaking and requirement in the standards by the Recreational Off-Highway Vehicles Association (ROHVA) and the Outdoor Power Equipment Institute (OPEI).

A table has a heading "Adequacy VS Requirements" under which staffers explain why they believe the standards-making bodies have addressed their concerns. The issues are two under lateral stability (rollover resistance and hangtags), one under vehicle handling (understeer) and two under occupant protection (speed governors and restraints).
