Commissioners Quietly OK Two Noncontroversial CPSC Rules

Commissioners gave 5-0 ballot support for two unrelated final rules: on hook-on chairs and architectural glazing. Neither involved anything remotely controversial, and passage was more of a formality than anything else.

 

The hook-on chair rule is a Section 104 action, but the commission simply adopted – without revisions – ASTM F1235-15, Standard Consumer Safety Specification for Portable Hook-on Chairs. It received minimal comments on the move last fall (PSL, 9/21/15), and staff sent a draft final rule for a vote earlier in March (PSL, 3/7/16).

 

The architectural glazing item updates the tests cited in CPSC's rules. Now referenced will be the 2015 version of ANSI Z97.1, Safety Glazing Materials Used in Buildings – Safety Performance Specifications and Methods of Test. The move stemmed from a 2012 petition (PSL, 8/27/12). That request had sought use of the 2009 version of the standard, but even the petitioner agreed in recent comments that CPSC should use the since-approved 2015 version (PSL, 8/3/15).
