Bath Seats Are in Line for Updated Section 104 Rule

Numerous changes in ASTM's F1967 infant bath seat standard will be incorporated into Section 104 rules at 16 CFR 1215. Commissioners approved the changes 5-0.

 

QAgency staff wrote (bit.ly/2jXApvE) that the move covers both the 2018 and 2019 updates since "ASTM did not notify CPSC of the publication of the 2018 version of the standard because ASTM was considering making additional changes in 2019." As this is a direct final rule, revisions will be effective fast – December 22 absent "significant adverse comment."

 

Some changes that CPSC staffers deemed important involve:

  • Clarification of the sequence and steps needed for compliant double-action release systems.
  •  

  • Defining the fixture contact for stability testing to reduce ambiguity and to raise consistency.
  •  

  • Changing the test surface definition for latching and locking tests to reduce ambiguity and to raise consistency.
  •  

  • Changing stability testing provisions related to tub fixture platforms, test surface #3, and applied force orientation.
  •  

  • Changing static load tests related to test surface and using all manufacturer recommended positions.
  •  

  • Changing the suction cup tests to use all manufacturer recommended positions.
  • Updating some language to conform with ad hoc recommendations.
  •  

  • Changing provisions on instructional literature related to noticeability, personalization, and consistency.

There were other changes that CPSC staff deemed neutral to safety, including the two from the 2019 update related to testing surface choices and removing a footnote.
