ECHA Gives Milestones on Substances Database

Expect a stakeholder workshop in mid-November on the EC's in-the-works SCIP database. The European Chemicals Agency (ECHA) September 9 gave milestone targets for the project. The acronym is based on "substances of concern in products," but the full phrase is "substances of concern in articles, as such, or in complex objects (products)."

Milestones cited (bit.ly/2k9Mjmc) by ECHA involve:

  • November 12 (tentative): Launch of a user test group and the workshop.
  • Early 2020: Database prototype availability.
  • July 2020: Member state transposition deadline.
  • January 5, 2021: Companies' notification duties start.

The database comes under the Waste Framework Directive, and reporting duties will be triggered by use of substances of very high concern. Required will be information to aid in identifying the article/product; name, concentration range and location in the item; and safe-use data.
